Drone incursions force Europe to rethink the security of critical infrastructure

A series of drone incidents around European airports is exposing a new vulnerability for critical infrastructure, demonstrating how relatively small unmanned aircraft can interrupt transport networks and force governments and operators to invest in increasingly sophisticated protection. The latest disruption occurred at Luxembourg Airport on 18 September, when unidentified drones were visually observed in the airspace above Findel. Flight operations were suspended as a precaution, with 19 aircraft diverted before the airport reopened at around 01:20 following two inspections.

Luxembourg has established an interministerial response involving defence, transport and internal security authorities and is exchanging information with neighbouring countries. Investigators have not identified those responsible, and the government says the evidence currently available is insufficient to determine the origin or purpose of the activity. While Russia is increasingly being linked by European governments to hybrid operations involving drones, sabotage and critical infrastructure, there is currently no evidence establishing Russian responsibility for the Luxembourg incident.

Other cases have produced much firmer conclusions. Germany has formally attributed an attempted drone attack at Leipzig/Halle Airport on 4 August to Russia. German investigators discovered a drone configuration involving explosives and ignition equipment, while police findings and intelligence information contributed to the government’s assessment. Berlin concluded that the evidence supported Russian responsibility for the operation, although Moscow has rejected the accusation. Criminal investigations remain open, meaning the German position represents a formal state attribution rather than the outcome of completed judicial proceedings.

European leaders subsequently backed Germany’s assessment. Leipzig/Halle is particularly significant because of its position within Europe’s logistics infrastructure as one of the continent’s principal air-freight centres. Disruption there therefore has potential consequences extending beyond aviation into international cargo and supply chains. The case also demonstrates why drones are becoming an economic as well as a security problem. Airports cannot simply ignore an unidentified aircraft operating near runways, because even a small drone can create a collision risk requiring operations to be restricted.

This produces an unusually asymmetric problem. Relatively inexpensive unmanned aircraft can trigger diversions, cancellations, security deployments and wider disruption without causing direct physical damage. Luxembourg provides a clear example, with 19 commercial flights redirected following the sightings despite no reported attack on an aircraft or airport facility. Brussels, Copenhagen, Oslo, Munich and other European airports have also experienced interruptions following actual or suspected drone activity, although investigations have not consistently established who was operating the aircraft.

The difficulty of establishing responsibility adds another dimension. Authorities may have to respond immediately to a potential aviation threat even when identifying the operator takes considerably longer or ultimately proves impossible. Europe is simultaneously dealing with military drones associated with the war in Ukraine, including Russian aircraft entering NATO territory during attacks near the alliance’s eastern border and other incidents involving Ukrainian drones deviating from intended routes. The origin of a drone therefore does not automatically establish its intended target, particularly where navigation failures or electronic interference may be involved.

The Leipzig/Halle case is different because German authorities concluded that investigative and intelligence evidence supported deliberate Russian involvement. It sits within a wider security problem identified by European and NATO governments involving sabotage, cyberattacks, interference, covert operations and drone activity. European institutions are consequently strengthening measures intended to protect critical infrastructure against unmanned aircraft and other forms of deliberate disruption.

The response is creating a new investment requirement. Traditional security around airports, logistics centres, data centres and industrial facilities has concentrated heavily on controlling access to buildings and land. Unmanned aircraft introduce another vulnerability because they can approach from outside a property’s boundaries and potentially operate beyond conventional physical security. Detection can require radar, radio-frequency monitoring, optical equipment and other sensors, while countermeasures may involve specialised electronic or interception systems.

NATO members are responding on a substantial scale. The alliance announced in July that more than $40 billion is expected to be invested in counter-drone capabilities over five years, accompanied by expanded training and procurement programmes. This level of spending demonstrates that unmanned aircraft are no longer regarded simply as an aviation nuisance. Counter-drone protection is increasingly becoming part of the wider defence of civilian and military infrastructure.

For the property sector, the implications extend beyond airports. Ports, energy installations, defence manufacturing facilities, logistics hubs, telecommunications infrastructure and data centres can all represent economically important assets where disruption may produce consequences well beyond the physical property itself. Security specialists also warn that repeated incursions could potentially allow hostile operators to observe detection capabilities and response procedures. Economic disruption may therefore occur alongside intelligence gathering, testing security systems and forcing governments to commit additional resources. There is not enough evidence, however, to conclude that financial damage is the principal objective behind the wider pattern of incidents.

The available evidence does not justify treating every drone appearing over Europe as part of a coordinated Russian campaign. Luxembourg remains unattributed, while previous investigations elsewhere have sometimes failed to establish either the operator or conclusively what was observed. What has changed is that hostile use of drones against European civilian infrastructure can no longer be considered purely theoretical. Germany has formally attributed the Leipzig/Halle operation to Russia, NATO and European institutions are increasing defensive measures, and infrastructure owners are confronting a security risk capable of imposing substantial costs with comparatively inexpensive technology. For airports, logistics centres, energy installations, data centres and other strategic properties, monitoring and protecting the airspace surrounding critical assets may increasingly become part of the normal cost of developing and operating resilient infrastructure.
