The deadline of July 31, until which home buyers with sale-purchase promises concluded by July 31, 2025 can benefit from the application of the reduced VAT rate of 9% will be extended by Parliament until September 30, in the context of the cyber attack suffered by the National Agency for Cadastre and Real Estate Advertising (ANCPI), senators established by voting on a bill. The bill was supplemented with the provision that people who will complete the purchase of homes between August 1 and the date of entry into force of the new law will be able to request a refund of the difference between the standard and reduced rate.
Since Tuesday, July 14, all IT systems managed by ANCPI have been down, including the institution’s email addresses and the e-Terra cadastre and land registry application, due to a cyber attack. Two weeks after the cyber attack, land registry extracts and tabulations, documents without which no transaction can be completed, remain unavailable. Moreover, the Government is still unable to specify the date when the Cadastre will resume its activity.
The blockage occurs just a few days before August 1, the date from which VAT increases from 9% to 21% for new homes pre-contracted before August 1, 2025 and for which a 20% advance payment was paid.
