Office Leasing Market Expanded in Both Bucharest and Cluj-Napoca in H1 2026

During the first half of 2026, companies leased a total of 80,790 sqm of office space in Bucharest, representing a 29% increase compared with the same period of 2025, according to a report by Fortim Trusted Advisors, Alliance Member of BNP Paribas Real Estate. Cluj-Napoca also recorded stronger office leasing activity than in the first half of last year.

 

Overall, during the first six months of 2026, Bucharest accounted for 90% of Romania’s office leasing market, followed by Cluj-Napoca with 7%, while Timisoara, Iasi, Craiova and Brasov each represented between 0.5% and 1% of the national leasing volume.

 

“Romania’s office market is currently going through a period of caution, with companies making increasingly strategic and carefully planned real estate decisions. We are seeing a strong recovery in lease renewals and growing interest in pre-leasing transactions, indicating that major occupiers are securing their future space requirements well in advance. At the same time, Bucharest continues to strengthen its dominant position, accounting for nine out of every ten square metres leased nationwide, while regional office markets are evolving at different speeds,” said Nicolae Ciobanu, Managing Partner – Head of Advisory at Fortim Trusted Advisors, Alliance Member of BNP Paribas Real Estate.

 

The largest office transactions were driven by companies operating in the technology, energy, industrial and construction sectors, including lease renewals, expansions, relocations and pre-lease agreements.

 

Leasing activity in Bucharest was supported both by the strong rebound in lease renewals and by the signing of several pre-lease agreements in projects currently under development.

 

Office market performance across Romania’s regional cities remained uneven. While Cluj-Napoca continued to attract new leasing demand, Timisoara, Iasi and Brasov recorded lower transaction volumes compared with the previous year.

 

Cluj-Napoca further strengthened its position as Romania’s most active regional office market, with 6,455 sqm of newly leased office space in the first half of 2026, up from 5,455 sqm during the same period of 2025.
