Seven office developments have been nominated in the Best Office Buildup in Development category at the CIJ Awards Romania 2026, representing a combination of new commercial buildings, mixed-use projects and the redevelopment of existing urban properties. Six nominations are located in Bucharest, while one represents Brașov. The projects differ in scale, construction progress and leasing arrangements, reflecting the range of office developments currently being undertaken in Romania.
The nominated projects are AFI Central Tower by AFI Romania, ARC Office Experience by PPF Real Estate, Green Court D by Globalworth, QUEENS District by SPEEDWELL, Timpuri Noi Square Phase II by Vastint Romania, U•Center 3 by Forte Partners, and U1 Office Building at Coresi Business Campus by Nhood. Together, they illustrate different approaches to office development, including the refurbishment of established buildings, the expansion of existing business districts and the integration of commercial premises with residential and service facilities.
AFI Central Tower, developed by AFI Romania, involves the redevelopment of the former Bucharest Financial Plaza at 15 Calea Victoriei, which the company acquired in August 2024. The proposed mixed-use property will provide approximately 27,500 sqm of gross leasable area, including 23,900 sqm of offices and 3,600 sqm of retail accommodation. Plans also include restaurants and a rooftop dining facility. The developer is targeting LEED Platinum and LEED Zero Carbon certification as part of the building’s conversion.
ARC Office Experience, submitted by PPF Real Estate, is located near Bucharest’s Basarab railway station and the M1 and M4 metro lines. The development incorporates approximately 300 sqm of photovoltaic panels, a ventilation system supplying fresh external air and a landscaped outdoor area of around 2,500 sqm. Office floors of approximately 3,000 sqm are designed to accommodate different workplace configurations. The building has been designed to exceed nearly zero-energy building requirements by at least 10%, according to the nomination.
Green Court D, developed by Globalworth, is under construction in Bucharest’s Aurel Vlaicu business district and is scheduled for completion in October 2027. The 16,500 sqm building had secured leases covering more than 12,500 sqm by the end of September 2026, representing occupancy commitments exceeding 75% of the planned space. Its technical systems include geothermal wells, heat pumps and a photovoltaic installation with a capacity of 168 kWp. The project is targeting LEED Platinum certification, alongside additional assessments relating to building operation and accessibility.
QUEENS District, developed by SPEEDWELL in the Aviației area of Bucharest, includes approximately 22,500 sqm of leasable office space across two connected sections. The office component represents an investment of around €60 million and forms part of a wider development incorporating 237 apartments and approximately 2,500 sqm of retail and service accommodation. The project has received BREEAM Excellent certification at the design stage. Construction company STRABAG has agreed to lease approximately 4,600 sqm under a 7.5-year contract and is also responsible for the building’s construction.
Timpuri Noi Square Phase II, developed by Vastint Romania, is the largest nominated project by office area, comprising approximately 60,000 sqm across buildings TN04 and TN05. Located beside Timpuri Noi metro station in central Bucharest, the development will increase the total office area of the complex to more than 112,000 sqm. According to the nomination, structural construction has been completed, mechanical and electrical installation works are approximately 80% finished, and façade works have reached 70%. The project incorporates geothermal and photovoltaic systems and is targeting LEED Platinum certification. Reinsurance group SCOR has signed an agreement for 3,250 sqm ahead of the planned 2027 completion.
U•Center 3, developed by Forte Partners, represents the final office phase of the U•Center development on Calea Șerban Vodă in Bucharest. The 14,500 sqm building is scheduled for delivery in 2027 and has already been fully leased to Adobe under a long-term agreement. The property forms part of the redevelopment of the former Adesgo industrial site, which has been converted into a development incorporating offices, residential accommodation, commercial premises and public areas. The new building is designed to operate using electric building systems and energy-efficient technologies.
The nomination from outside Bucharest is U1 Office Building at Coresi Business Campus in Brașov, developed by Nhood on behalf of Ceetrus. Scheduled for completion in the fourth quarter of 2026, the building comprises approximately 12,500 sqm of total space, including 11,000 sqm of leasable offices. It forms part of an existing business campus with approximately 75,000 sqm of office accommodation. Regina Maria Healthcare Network has agreed to occupy approximately 2,000 sqm on the ground floor. The wider campus accommodates more than 30 multinational companies and approximately 7,000 employees, according to the nomination.
The seven submissions demonstrate the continuing importance of environmental performance, public transport access and leasing commitments in Romanian office development. Several projects have secured occupiers before completion, while others focus on the redevelopment of established urban locations or the addition of office accommodation to existing mixed-use districts. The nominations will be considered as part of the CIJ Awards Romania 2026 judging process, with the category recognising office developments currently progressing through the construction and development stages.
